You had to press a button of Wish-Maker 3000 to blow the top off in order to receive it. Unlike the first two anniversary party hats, this was available for one weekend instead of just the one day. The 3rd Year Party Hat is an uncommon head item that was given out during Club Penguin's 3rd Anniversary Party. It was available to all penguins in the Coffee Shop, and just like all other anniversary party hats it is no longer available. In order to get this party hat, you had to hit the switch on the Wish-Maker 3000, causing some cake to fall, revealing the party hat. It was the first party hat to have more than two colors. It's Colors were Yellow, Orange, and Blue. It was the first party hat to have more than 2 colors ever in Club Penguin.
